Honestly, the legendary system is just absolute bonkers and is designed in a way that detracts from the game IMO, for example by making it almost impossible to get your character to look good while wearing the best armor pieces (and also many of the legendary effects are clearly not designed by someone who played this game on higher levels). However, if you are willing to use mods, the ones that allow you to move legendary mods around just make the game a hell of a lot better. If you arrive at level 35+ you can pretty much get your favorite weapon with whatever you want on it.
