The Thalmor, as of the Fourth Era, is the governing council of the Third Aldmeri Dominion. Are the Thalmor and Aldmeri Dominion the same?
Thanks! Is this mod on ps4? Unfortunately, there is no way to join them without mods. The good news is, no mods are required to be able to incinerate the Thalmor Embassy from the back of an ancient dragon.
